10 Candidates Seek Seat on SJC Board of Supervisors
Voters in Stockton will have 10 individuals to choose from for the two San Joaquin County Board of Supervisors seats up for grabs this June 7.
Voters in Stockton will have 10 individuals to choose from for the two San Joaquin County Board of Supervisors seats up for grabs this June 7.
The homeless crisis and public safety are at the forefront of priorities for the four candidates vying for the District 2 seat currently held by Supervisor Kathy Miller, who has reached her term limits. Six candidates, including the former county sheriff and a political newcomer, are running to represent District 4, a seat occupied by Supervisor Chuck Winn who will term out this year.
The primary election will allow voters to narrow the field, with the top two candidates who receive the most votes in each race moving on to the general election on Nov. 8.

Here is a look at who is running:
District 2
Dino Ballin
Ballin is a small business owner and Lincoln High School graduate. His priorities include solving homelessness, increasing funding for public safety agencies, job creation, water sustainability, and bringing more mental health resources to the county.
Paul Canepa
Canepa, owner of Canepa’s Car Wash, is serving his last term on the Stockton City Council representing District 3. If elected, the Stockton native is focusing his campaign on addressing the homelessness crisis, criminal justice and bringing in quality jobs to the area.
Elbert Holman
Holman, a former Stockton City Council member and vice mayor, served 34 years in law enforcement—14 with the San Joaquin County Sheriff’s Office and 10 with the District Attorney’s Office. He wants to address homelessness, recruitment and retention of public safety officers in the county, and job creation.
Bill Smith
Smith is the supervisor of facilities maintenance for the county. He was raised in Manteca, but has called Stockton home for 40 years. He said his priorities are to ensure community members are safe from crime, develop real solutions to homelessness, bring the community together to restore and revamp Stockton’s Miracle Mile, and clean up local waterways.
District 4
Paul Brennan
Brennan is a retired San Joaquin County law enforcement veteran and Linden resident. He co-founded the San Joaquin County Probation Officers Association and has served on the Linden-Peters Chamber of Commerce and Linden County Water District board.
Steven Colangelo
Colangelo, a small business owner, is a Linden resident. He is past president of the Stockton San Joaquin Convention and Visitors Bureau and the Stockton Asparagus Festival, and also has served on the Greater Stockton Chamber of Commerce.
Steve Ding
Ding is a restaurateur and Stagg High School graduate. He serves on the Lodi Boys & Girls Club Executive Board and previously served as chief of staff for Rep. Richard Pombo and staff director of the U.S. House of Representatives Committee on Resources.
Doug Kuehne
Kuehne was re-elected to the Lodi City Council in 2018 and has served as the city’s mayor during his tenure. Kuehne, a local business owner, has been on the Lodi Planning Commission and has served on various committees, including the San Joaquin Council of Governments, Lodi Homelessness Committee and Local Agency Formation Commission.
Steve Moore
Moore, a career law enforcement officer, served as sheriff of San Joaquin County for 12 years before losing his re-election bid in 2018. He serves on the San Joaquin County Farm Bureau Federation and Community Partnership for Families, and is a member of the Linden Lions Club, Tracy Rotary Club and Stockton Branch NAACP, among others.
Nancy St. Clair
St. Clair, a graduate of Tokay High School, has been teaching in the Lodi Unified School District for more than 20 years. She is a community organizer and is vying to be the first Latina to serve on the San Joaquin County Board of Supervisors.
